My 4 year old son is starting to be jealous of his younger brother and I feel guilty

My 4 year old Sean likes to make some strange noises instead of talking. I don't know if he's doing it to get attention. It is harder now that my 3 year old is more demanding and needs a lot of attention. Sean does get jealous when we are giving Anthony attention and it makes me feel guilty. But why should Anthony be ignored every time Sean wants attention. It is so hard to balance everything when you have 4 kids and 1 with special needs. You want to be fair, but then it's like Sean is going to get more attention. If we are praising Anthony for his successes, I start to feel guilty b/c Sean cannot do some of the things Anthony does. I think Sean is starting to realize this. These are the things that keep me up at night
