Low milk supply and only pumping

My little guy would not breast feed. He was born way over his due date due to a miscalculation with the dating ultrasound so he actually lost the instinct to suck. So no matter what we did he would not breast feed. It landed him in the nicu and we had to teach him to suck. We only had success with bottles. Since then he just cries when we try breastfeeding. So I've been pumping. But I can't produce enough to get him off formula. I pump 8 to 10 times a day but the most I get is maybe 2 oz and that's usually once a day if I'm lucky and a lot of the time i produce nothing at all. Now I don't know what to do. Should I try to get more sleep and not get up in the middle of the night to pump or keep pumping every 2 to 3 hours no matter what? Any other suggestions?

I have been having the similar supply issues and nothing was helpful until I started drinking an organic tea naming healthy nursing tea. After that tea, I normally was pumping 5 oz per session.
