Does he play with you and siblings/ cousins...arrange play dates with a kid in neighborhood, take him out for play in the garden/ backyard, make shopping list along with him and go out for general purchases with him, go out for kids movie or circus or anything that makes him feel better.
You can also enroll him in some activity like painting, dance, guitar classes or if that also does not suit him, arrange classes at home with one or two kids of his age group
You can also share your child hood experiences at home and at school.
Hope this would help you. all the best!

He may be very shy, or not comfortable around people. He may just be an introvert. Some kids do much better one-on-one with someone than in a group. Try to engage him in a conversation about how he feels in these situations without making an interogation.
