Charter Schools harder than regular public schools?

My 6 year old son is in 1st grade at a charter school. His teacher thinks we need to have him checked for ADD. He is not disruptive in the class room but is sometimes in his own little world. We meet with the teacher about 6 weeks into the year and told her that we would not put him on meds that we would do whatever else we could to help him. His dad and I asked that she keep us updated by email on how he was doing. We had not heard from her since October and I email her to just see how things were going. She responded back "He is still having difficulty paying attention and focusing on his schoolwork. This causes him to have trouble completing classroom assignments and to not meet academic expectations." I was so upset b/c she had not let me know that this was still an issue. I called a friend who works at a public school and she said that his work is on a 2nd and 3rd grade level. He has at least 1 hour of homework each night and does great on his spelling and math test every week. His handwriting could be better and in reading he has to sound out a lot of the words. I want to take him out of the school but his dad thinks he will be more advanced now than the same grade in a public school. Not sure what to do.
