There is a really great book called No Cry Sleep Solution for Toddlers. There is a baby version of the book as well.

work on creating routines and a realistic schedule...wake up no later than eight and go to bed no later than kids were in bed at seven if only to settle down by eight...meals, snacks, rituals at the same times...a daily rhythm will lead to a night time rountine as well...make sure she has at least one nap a day, two are fine...people think sometimes that keeping kids up during the day will help them sleep at night WRONG and leads to ADD like symptoms!

Has he or she always had problems sleeping?? Try to set an hour for bedtime and keep to it read them a story and then tell them that it is time for bed and they have to sleep. keep a night light on if need be. My son used to be difficult with sleeping and that's what i told him and it worked it took me some time at first but after a while he slept right through the night. Good Luck
