Playdates - how many, with who and what if you have mothers that invite your kids over than never follow-through?

Is there such a thing as play date ettiquette? I am a stay a home mom *(for the last 3 years) I have a boy and girl twin who are 7 years old and just entered the 2nd grade. They are good kids and have made friends with classmates over the last 2 years. They were in pre-school full-time before I started to stay at home. Since there pre-school playmates did not live in our school district they did not see them at school, we only have one neighbor that has a child our childrens age and in trying to make play dates with friends at school, I seem to have no luck? We invite kids over and the parents never reciprocate? My children have been invited to a few kids houses than never again. I see the parents now and than at school and try to invite kids over, but feel like I am pulling teeth. Than recently my son took matters into his own hands, running over to a mom of a boy he really likes hanging out with and asked for a play date himself *(I felt so bad and embarrassed) The mother said she would invite my son over, but has not followed through. We have known this family since kindergarten and this is not the first time she has said this to my son. I really feel badly that my son is being told this and than I have to explain why the play date never happens. I wrote the mom an e-mail saying that our families should all get together. I am feeling torn, wanting my son and daughter to have time with their friends, but do not want to see them disappointed by rude mothers behavior. Please give me feedback and thoughts. Thanks.

My daughter got to the point she don't bother anymore, You can't control how others are. Just explain that they are probably busy with other things or maybe they forgot.
