The terrible two's is a myth. They can start acting out at any age, some as young as one others are sweet until they start kindergarten. It all depends on the child.
In your case it really depends on what it is that he is doing.
If he is getting into things he shouldn't give him a space of his own (playpen, room whatever) with nothing that can cause him harm. When he is in the mood to get into things place him in that space where he is able to explore without any danger.
My daughter was really into hitting at that age. I would gently take her hand and redirect her to do something else. Eventually I bought her a drum on clearance at a toy store to redirect the urge to hit people. She began playing with that when she wanted to hit her arms around and stopped hitting people.
Once he is a little more verbal and able to better comprehend why what he is doing is wrong its a lot more straightforward (around 18 months or so). So for now get creative, be consistent and hopefully he will be less troublesome.

Just be consistant with it...he's still a little to young to really understand he's doing something he isn't supposed to...my 2 year old Ava was the same way...I know that doesn't really really help but unfortunately I think that is all you can do...
