My little one had the same and the doctor told me he has excema and prescribed some cream for him. I ended up having him tested for allergies too and he came out in the clear but they gave a sample of a cream called Vaingard and it works beautifully!

My guess is that its ezcema. My son has ezcema due to a dairy/soy allergy and also has sensitive skin. I use coconut oil on him as lotions just make him break out more. You can find it in the cooking oil section of your grocery store, its *I believe* all natural. Its greasy to put on but it works great! I use it on myself as well :)
Check with your childs doctor, ezcema is almost always a sign of some type of allergy
