bed/reading time

I usually send my kids to bed at 8:30pm, and they have to be up by 7:30am to be ready for school on time. My oldest who is 7 and in first grade struggles with reading. Tonight, I caught him with a flashlight under the covers reading a book. I told him, that I wasn't happy about the sneaking around, but thought it was great that he wanted to read. I told him, that I would allow him and his sister who is in kindergarten to read everynight once I sent them to bed, but now worried that they won't get enough sleep. Does anyone else do this? What time should I tell them to quit, or do I let them decide on their own? I don't want to do anything that could discourage them from reading, especially my son who is far below his classmates in this area.

Send them to bed at 8 and let them have a half hour of reading time each night. Make this time something special for him and encourage him to read.
