Bedtimes/routines for 1 and 3.5 year old

I have a 1 year old and a 3.5 year old who share a room. 1 year old goes to bed at 7:00pm and the 3.5year old goes to bed between 8:30 and 9pm. My 3 year old is trying to transition out of naps :-( and the 1 year old is starting on one nap (somedays). The 3 year old will be starting school soon. What would be a good bedtime for the both of them? I think 1 year olds wont be much different, but should I bump the 3 year olds? They both get up about 7-8am. Also I am just wondering what do you guys do for a bedtime routine? I am just wondering. I am getting bored with our routine because it was more centered around the 3 year old, but now 1 year old can be part I would like to include him too. Sorry this was so long.

I have 3 kids 2 years apart. We would always read a Bible story and then a storybook, say our prayers and then they went to bed. To keep my kids in their bed, I would allow them to read a book, but they had to stay in bed. I started reading to my kids even when my first one was just a baby. My husband participated in this routine also, sometimes making up silly words for the ones in the book. You could also let the 3 year old participate in picking out the book and "reading" to the younger sibling.
