Eve though I don't work and he does, sometimes I feel like I do everything, we have a 3 year old and a 9 month old.

Sure. It's not just about division of labour. Helping with the kids helps him to develop a relationship with his children and to be a more competent parent.

I wouldn't just say, "you need to help with the kids more" though. I would be specific. and I would present it as a team effort.

"I need to give the three year old a bath, can you take the baby to the store with you and pick up some bread?".

"Can you read a bedtime story to the three year old while I feed the baby?".

"I'm going to change the baby's diaper and start the washing machine, can you take the three year old upstairs and help him put away the toys in his room before bed?".

Sometimes when dad's haven't been helping a lot it's because there isn't an obvious place to start. Mom seems to be doing a good job taking care of everything. Also, if dad's haven't had a lot of experience with babies and young children sometimes they really don't know what to do.
