My son has Autism and I had issues with his fine motor skills and the more help I got through early intervention the better he got.
I can't say whether or not they would be able to help you with your issue, but I can say that in order to get my son to where he is today they targetted the areas where he was having issues and helped him get through it step by step, day by day.
Early intervention helped my son. They encouraged him through targetting activities and increased them when he showed signs of slight improvement and when he slipped they repeated the last step he had just got thru, this might help.
Try targetting your daughters fine motor issues with relevant activities and as she improves step up the activity, if she slips repeat the previous step she was at. It will be a long journey, but the more activities you try and encouragement the better she will become.
My son slips from time to time, but I remain on the ball and encouragement I find works well.
Our son had to do his activities everyday for 1/2 hour before he was allowed to play. He had a therapist so if your daughter needs extra work outside, by professionals the best one to reflect on is the peadiatrician as they will know what is best suited to your child.
I hope my advice can help.
