When my little girl had eczem, the doctor told me to bathe my kids in lukewarm water because anything warmer could make it worse. Also, he said to bathe her every other day and only clean her with a wet washcloth on the in between days.
Hydrocortizone cream could work too. You don't have to have a prescription for it, any drug store should have it.
Could she possibly have an irritation to the laundry detergent you use to wash her clothing? Dreft laundry soap is gentle enough to use for children's clothing. You might want to try it to see if it makes a difference.

has she been on ony meds? shots will do it too. one thing that has always helped w/ my kid's butts is allowing them to streak around alittle. its amazing how wonderful a little air on the tushie helps. but be careful of accidents!

I would talk to your doctor about the Aveeno not helping. Maybe they can recommend something else.

You could try hydrocortizone cream. My dr. recommended that for my son's patch of eczema. He said to use one over the counter and apply it twice a day.
