How do you tell someone your child is a bully?

In a recent interaction, I found myself wanting to tell a mother of a 3 yr old that her child's behavior was far from cute. Her child was hitting not only adults but other children. If a child had a toy/object she wanted she would take it from them. The mothers response was isn't she cute? I honestly wanted to say no she's a bully. I had to leave the party because my 2 yr old son had my phone, listening to music as a means of escape and she took it from him. This is not the first time I have encountered a situation like this. How do other moms address young bullies in the making as well as their parents?

I usually tell the child that xxxx had that toy first and we need to share. I make sure I say it loud enough for the parent to hear as well.

I also tell the child to ask nicely and xxxx MIGHT share with you but you aren't to snatch it out of their hands. I have also taken the toy back and given it back to the original child, again saying loud enough for the parent to hear, " xxxx had that first and when they've finished playing you can have a turn"

If the parent says anything to me I let them know that I am teaching MY children to share and to use their words instead of snatching things or thowing tantrums. It usually shuts them up :-)
