There's a couple of things you can do.

With my boy (he's 20 months now) we picked him up everytime he let go. He hated that. But even now, if we set him down he's liable to just take off running and we don't allow our boy to terrorize the stores or dash around the parking lot (omg, I've seen that so many times.) Normally his daddy grabs him up and the more he wails the longer before he even gets to sit in the cart. He's stopped the fussing because he doesn't like being carried like a little bitty baby! (he's funny)

I did buy him a backpack harness. It's blue, looks just like a backpack only in miniature, has a mesh pocket in front and a larger section he can fit a board book or two in, a small toy, clothes, snacks, whatever and a side pocket for his sippycup. As he gets bigger, and won't take off, it'll turn into a regular little backpack for him. Surprisingly, he loves it. He hated it at first, and kept trying to take it off, but we'd just pick him up and tell him "wear this, and you can walk." so now he stuffs a book and a toy in there, his cup, and thinks he's hot stuff. It's got a 45" tether to hold onto, but you can adjust that to whatever you need, and he's quite happy.

pick him up and carry him everytime he lets go or sits, it wont take long for him to get the connection between getting to walk and holding hands

We had that problem as well, I carried, or put the harness on, this way he could walk and i didn't have to worry!

You cant really disipline a one year the harness is a good idea tho we used it and it was amazin! Helps catch your child should they trip too if you pull it as they fall! :)

my son was the same way, he hated holding my hand but wanted to walk by himself, so i went to walmart one day and bought a harness in the shape of a monkey, he hated it but i told him if he didnt want to hold my hand he had to wear it, after a week of it he started holding my hand so he wouldnt have to wear it lol, hope this helps

when my daughter was a toddler if we where on a street or somewhere were it wasn't safe for her to walk we made her hold our hand, if she chucked a tantrum or anything we would carry her( which she didn't like) and we would say u can walk but olny if u hold our hands, it takes a little while to get through, then we brought in red light green light, red light ment stop green light ment she could walk, i hope that helps a little
