She is over emotional when it comes to anything... Ex: when I tell her to hang on one second, or if she thinks i dont believe her, or when she is ready to do something now, notlater

Buy a timer and set it for a specific time when you can do what she needs. This helps when it's time to leave too. Otherwise, tell her that unless she can ask nicely using her manners, then you can't hear her. Proceed to ignoring from here, it usually stops pretty quickly.

Ignore it. Yes it is hard to listen to, it has reduced it I do listen to the whine at first to see if it is a legit whine if not i tell her simply I am not listening to you until you can speak to me calmly, then carry on with what ever i am doing. This has reduced it a lot she still whines but not like it was before.

My seven year old whines but after one, no more than two warnings, he gets a time out and then I talk to him about it. I tell him that mommy can't understand him when he whines and I explain whatever the situation is, a little clearer.

i was just talking to my mom about this cuz my son is whiny too... She says that it IS a phase but still to make sure they know that they have to ask properly if you're going to help them or if they want something, etc... tell them they sound like a baby and all that... but never give in from a whine, always get her to ask properly :)
