Do you have a theme planned? I had an Elmo party for my son's 2 year old birthday and we were stuck inside because of rain. We played pin the nose on Elmo (no blind fold because I didn't want to scare them), movement songs like head shoulders knees and toes, a bean bag toss (they tossed them in a laundry basket), and we had a balloon toss (everyone tried to throw their balloon as high in the air as they could and then they tried to catch it). The kids all had fun. They are 2 and easy to entertain. We colored Sesame Street pictures before going home to calm them down a little bit. I also did a letter of the day (A for my son's name) and number of the day (2 for his age) like they do on Sesame Street. I then sent them on a scavenger hunt with their parents to look for hidden signs with A and 2 on them.

Hit a dollar store and buy prizes!! Wrap them up in blue and pink tissue paper so you can remember whats for girls and whats for boys. Hand them out as you play games for whatever reason. Make sure everyone gets at least one prize. I find this works even for much older kids. Also important is to have quick easy things ready to sit them all in one place and give you a moment to serve food or cake or tidy up another mess quick. Like the other moms mentioned... crafts, colouring, painting. For my younger one I make sure I buy a couple of the plastic theme table clothes. So I can send them away from the table.... grab it up.. throw it out and lay down a new one for the next thing we do at the table when its time.
