I would try and create projects with your 9month, go to a park, meet new moms, find a "project" at home like scrap booking, cleaning that crazy closet / garage or organizing your child's room. Here's the thing, before you know it, your day zooms by. Now it's time for dinner, 2 hours later, it's your time, bedtime and whew a new day is coming. The library is a good place for you and your child. Find mommy groups, basically finds projects unless you are really tired from your pregnancy, then of course rest.

Hope this helps!!

Have you looked into mommy and me groups in surrounding areas? Or maybe at a church? I too live in a small town now and am by no means used to it. However, I have finally made a few friends and we have play dates with the kids (and without) every now and then. Just a little outlet helps keep us SAHM's sane.
