My 12 month old wakes up 5-6 times a night most nights. How can I get him to sleep better?

I have a 12 1/2 month old. who just learned to walk. He's never been a good sleeper at night and now he'll sleeps maybe 3 hours the first time and up every hour or 2 until time to wake up in the morning. He eats breakfast, lunch, and dinner with a cup of milk at each meal and a snack in between lunch and dinner. He takes a nap around 10:30a.m. and again any where between 2:30-4 cause he's tired both times(tried dropping evening nap). Goes to bed usually 8:30. I've tried the snack before bed to fill him up and even an earlier bedtime and nothing works. He'll roll around or get up and cry at night and won't quit until I give him a cup of water every time he wakes up. I don't want to let him Cry It Out cause he doesn't quit crying so what can I do to help him sleep all night or at least not wake up more than once.

Hi have you tried giving a lavender baby johnson bath? It worked great with my 3 girls when they were that age. Try it may work for yours. L et him play in the water until he gets realy tired. He will sleep all night. He has to much energy.

Try wrapping him in his blankets like when he was an infant (swaddling), my girls enjoyed the comfort of snuggling and still ask sometimes to be wrapped up and they are now 10 and 7.
