My 3 year old won't leave her 18 mo brother alone. Any ideas besides time out?

My 3 (almost 4) year old won't leave her 18 mo old brother alone. She is constantly tugging, hugging, smushing him. She loves him dearly and isn't trying to hurt him, totally mothering him though. I know a lot of the time she is just bored or seeking my attention, which I give quit a bit. I just need to get the dishes done sometimes without having to turn around and intervene. Time out is getting old. Any creative ideas?

does she have any dolls to play with??? maybe she can care for her baby doll while you do your thing. or you can have her help you while you are doing the dishes.you could also fill a big bowl or some kind of container with water and place it on a towel on the floor and let her play in the water with some dishes or toys!!! hope this helped you some...good luck :)
