There is still time for her to talk. Do you talk to her properly? By that I mean not in baby speak. When she grunts or points to something ask her "would you like ____" Talk to her normally and she will pick it up.

Have you had her hearing checked as well? Does she respond to you when you talk to her?

There are so many variables and we really need a bit of background to be able to help.

My daughter did that too. I had to speak in third person for a while. Then she finally figured it out. It took about two weeks give or take.

Every kids different, and even the sex of ur baby will make all the difference. Boys will more than likely take longer to speak than girls, not all but most. I have 2 boys and a girl, my eldest didn't even mutter a peep until atleast 2 1/2, my 2nd is 19 months and is trying with the words he likes, which r all useless just funny lol. My baby girl still has a while before I can comment on her but essentially u don't have anything to worry about, repeat, repeat, repeat and ur lil angel will get there :)

Language can start from about 9-10 months usually with the words "da da". Your child should be saying something by the age of 18 months and then language grows very quickly. If your child is older than 2.5 years old and is not saying anything then she needs to see a speech therapist.
