Have her hearing check. If you live in the US call your local school and they will connect you with AEA (early intervention). They will evaluate her speech and see if she needs some speech therapy. Often times by time they reach 3 yrs old they no longer get that one-on-one intervention it is in a group setting (which is good, but does not address the individual child's needs as the one-on-one does).

When child don´t want to speek and do not having hearing problems in our country I heard from older women they say that child just study language and when he or she start to talk they do not babble and they talk fluently!So don´t be to worried!

Friends of my family have a three year old that didn't say a word. they got his hearing checked, and made sure he was responding.
He has no hearing problems, and responds well to tones, commands, and words. Their biggest issue according to friends, family, and their doctor was that they gave him everything when he pointed, cried or threw a tantrum. You may not have the same problem, but if you do find yourself giving her things without her asking for it using words you may be in the same boat. They had to stop giving him things when he pointed, cried or threw a tantrum because he thought he didn't need to use words. They started out small for instance they would make him say please or they wouldn't give him anything. After that they started re-introducing new words. Needless to say he picked up very quick because he already knew the words he just didn't ever really have to speak.

As long as she can respond when spoken to, I wouldn't worry. If, however, she is not responding when spoken to or she isn't responding to noises, you should get her checked out. She could have a hearing or other problem.
