Old Dog, Need Help

Hello everybody , I know this thing is for parents and children but this time is not the problem with the children is a problem with my dog, we moved to a bigger place with carpet, we already have two dogs the oldest one is 13 now and the other one is 6 years old last year we got a new puppy but the oldest dog keep constantly peeing and pooping in the living room carpet we thought she was jealous so we gave her a lots of lovings and attention later on it was getting too much so we got rid of the puppy because the puppy was too hyper. My dad gave me another puppy this year but the problem is the oldest one is still peeing and pooping in the living room carpet she was doing that once the first puppy came last year and after the puppy left the oldest dog was still doing it and she is still doing it even when we got a new puppy this year. I do not know what to do how do I stop a old dog from peeing and pooping in the living room carpet. We have put her in a cage that did not work she destroyed the cage then we put her in a pet pen that did not work she destroyed it to get out, the kitchen / eat-in kitchen is not carpet it's all open one big plan floor it flows into the living room but the floors are different but she constantly only pees and poops on the carpet she does not pee and poop on the kitchen floor I think that will be better for me because I just wipe and go instead of using a shampooer. What should I do. I thought it's just because she is old but the doctor said no it is not that she is actually getting up from where she laying at walking all the way over close to the windows and peeing and pooping constantly now we have so many spots and I can't get them up cuz of her. Does anyone out there has any ideas what to do or where I should look for I need help.

Did the Vet actually do any tests? Just because he is getting up to do his business doesn't mean there's nothing wrong.
