I would talk to her teacher and ask for advice. Is she getting enough sleep at night? Does she have vision or hearing problems that have gone unnoticed? Is there a physical reason for her behavior? If not, then maybe look at your parenting style and adjust to better fit your childs temperment. Is she a child that is slow to transition? If so, then use language to give her a chance to process the request. For instance, "I need you to clean up your toys. I'll give you 10 minutes to get it done and then a time-out." And follow through.
Is she mimicing behavior she sees in others? Does another child around her display this type of behavior? Or a family member? Maybe discuss this behavior with her when you notice it in others and talk to her about better way that child could have handled a situation.
Good luck.
