Socializing for toddler and mom

Hey ladies, I'm a stay at home in central Arkansas looking for others to socialize with. My daughter is 21 months and is becoming anti-social, and is super mommy dependant. Anyone have ideas on how we can get out there? We go to story times at the library but little else...

I have three very social and out going little girls, I however am quite the opposite... I encouraged their friendly behavior by taking them everywhere I went, especially where there were adults... my children had and still have limited contact with other children. I believe that socializing children strictly or mainly with other children is a huge mistake, children can be mean, jealous, envious and quite scary towards each other.
When you are at the grocery store with your daughter and an adult says how cute she is then you encourage her to say thank you. When you are out and about, encourage her to say hi to others, if she doesn't want to talk then encourage her to wave and make it fun. She can sense any trepidation you may have and her behavior could be in response to your own discomfort or uncertainty about the situation...
I am in California, so I have no idea what kind of activities there could be in Arkansas.... are there parks nearby....?
