Be consistent. Don't count to three (or ten, or 75), or give them warnings. Expect to be obeyed the FIRST time, and when they disobey you, give them consequences. I personally advocate spanking, but realize that it's not very accepted in this culture because so many people take it into the arena of child abuse.

I have a special corner for my kids everywhere we go when they misbehave, and I stick with it regardless how many stares I get - especially older people. My ped. also told me when my first born turned 1, to pick my fight, and whatever it is, I MUST win. So it depends on how old they are, if they understand right from wrong, but whatever you choose to do, they must know that you mean business. My kids are older now and the consequences have progressed from the corner to losing privileges or their bonus points towards a special reward.

Make consequences and stick to them.  You can't just threaten you have to follow through and be consistant.
