The second one has to get attention somehow, I've noticed that my youngest (now 17 months) will shriek even when he knows the word for something because he knows that it works.  You just have to be super patient with the little one and try to help her put the words together for what she's trying to communicate.  When she cries or whines, encourage her to use her words (or signs) before you respond to her need.  She's probably not slower, just more observant and she's figured out that the crying and whining work the best with the least amount of effort on her part.

Good Luck!

My son and  daughter are completely different as well. My son is 26 mo. and was the such a laid back easy going baby and toddler.....so far. Now my daughter on the other hand is the complete opposite. She is a happy baby but boy does she have a little temper and when she wants something she wants it NOW!!!! She also, is already slower with every milestone she has met than he was. I just think the temperament is the difference between boys and girls. I call her my little drama queen!! :) lol

Have you tried teaching some baby signs to her so she can communicate with you. I've done it with all 3 of mine and it has cut down on alot of frustration and tears on the kids and my part.
