I've found that with toddlers and preschoolers it's better to have activities than games. Competition is difficult for kids who are so young, some kids get really upset if they lose. It can also be hard to explain all the rules, and a small age difference can make a huge difference in skill so the oldest child at the party just wins all the games. A lot of games are only fun if you have the right number kids, but sometimes little kids don't want to participate.

Some good outdoor activities for 2 to 5 year olds are:

- blowing bubbles.
- playing with toys like balls, hula hoops, trucks, buckets, shovels, etc.
- side walk chalk if there is hardscape for the kids to draw on.
- a treasure hunt (like an easter egg hunt) where everybody can find little prizes.
- painting with big paint brushes and plain water.

Face painting lends itself well to an outdoor party. If you have picnic tables and it's not windy crafts can work, but again, I would go with open ended stuff like "decorate your party hat" or "paint a rock". I would definitely bring crayons and either paper or colouring sheets in case you have a kid that just wants to sit and do something quiet.
