My daughter is 3 years old, but is only 37 inches and 30 lbs and is actually still rear facing in an Evenflo Symphony 65. She only has an inch or two before she'll need to turn forward, but she has a long way to go before she outgrows the harness. At 21 months I would try to keep her rear facing if possible and definitely keep her in a 5 point harness.

I agree with the Graco Nautilus recommendation, it truly will be the last car seat you will ever need to buy!

Cosco Scenera Convertible Car Seat limits

Rear facing 5–35 lbs. and 19–36”

Forward facing 22–40 lbs., 34–43”

And it's only $39 at Walmart.

We bought 2 of these when I was pregnant with my son, he and my daughter both use them. One rear facing, one forward facing, and they are great- especially for the price.

Mine is four and a half and four feet tall so I understand the height issue...I only just last month had to switch from the five point to the booster on that seat

Stay, she needs the 5 point. I kept mine in one until she was 5. It's the safest thing for them.
