My son use to beat up my nephew who was older and smaller than my son. He just kind of gee out of that though.
this may sound harsh, well it did when my mom suggested it to me, but it seemed to work. When my son would pull his sisters hair, I would pull his. Not as hard as he did to her, but just to let him know what it felt like. Same with biting. He got the drift. Sounded harsh and awful when mom said it but it worked.

though they are not extremely helpful start with timeouts, every time she does something that is mean take her and put her in her crib or in a playpen with no toys. Get down on her level and tell her she is being mean and that behavior is not nice. Then walk away for a minute or two after which you go back and talk to her she understands you for the most part explain to her that she hurt her sister and that wasn't nice, make her go give her a hug to make her owie go away. Then drop til the next time it happens. As for your 3 year old tell her to make a big deal out of it so that your little one knows that she is hurting someone reinforce the you gave your sister and owie always they understand what an owie feels like.
