I would say for awhile only offer milk don't offer any other liquids. Right now they have a choice. If they have no choice of what to drink they may start to drink the milk as that is the only option. Their liquid intake will go down for awhile. That is ok, because once they realize that you are not going to give in and give them a choice it will start to go back up. I would say give it a couple weeks of only milk. Once their liquid intake goes back up and they are doing good with the milk give it an extra few days and then allow them to choose some of the time. I like doing milk only for meals and then inbetween meals it can be water or juice.

For the 4 yr old I would start working on drinking from the cup instead of sippy. He is old enough to be off the sippy and this may encourage him to drink more milk.
