Hypersensitive Child is Driving Me Crazy

I have a 4 year old daughter. She is super sensitive and overreacts to everything. She never wants to try to new things or get involved with anything. The second you try to get her to do something new she will freak out and throw the biggest fit. I get her to try it anyways only to have her get in a fit and she ends up sitting out and missing out on the fun. She barely eats anything I give her. I give her one plate of food and he will sit there for literally 2 hours and has only taken 2 bites. She never wants to play rough with her step brother or sisters and starts crying the second they try to get her involved. Of course my husband (her step dad) tries to do the same things with her and she give him the worst reaction. I feel like I am taking the hit for everything here. All I hear is my daughter crying bloody murder, my husband frustrated because of the crying, my step kids telling him that they don't have fun at our house because my daughter will cry over everything. I am doing my best to keep a positive attitude, but I feel like I am alone in fixing all these problems and I am to blame for everything. I am not allowed to take my child to a counselor or seek any help because my daughter's father put an order in place from stopping me to do so. I don't know what to do. I feel like I can't control my child's emotions and I feel like my marriage is going down the in the dumps.

My boy are hyperactive also day and night til they go to sleep hit one another fight over toys
