Kids not waking up in the morning and not listening

I ahve two kids. One is a boy and is ten years old and the other is a girl and turning 4 tomorrow (7 Sept).

Every morning at 7:20 am we go tthrough the same thing, I try to wake them up and tehy just moan and groan and go back to sleep. Sometimes, they get irritated and tell me to go away. The kids have to get up this early so that my son is out the door by 8:30 am and so that my daughter can be out by no later than 8:50 am, in order to be at the daycare by 9:00 am.This carries on for about half an hour. at 7:50 am my wife wakes them up by sometimes splashing water on them or by yelling at them to get up. Once tehy do get up they are playing around in the bathroom or doing things very slow. Usually one iof us is yelling at the kids or they receive a spanking from my wife. One child or the other is either crying or getting angry. Any suggestions how we can get the jkids to wake up in a timely manner and get them to listen to us. We have tried alarm clocks, explaining to them the importance of getting up, even setting up a schedule. None thing has worked. We always encounter some resistance for everything.

Please advise accordingly.

THATS RIGHT, THEY NOT GETTING ENOUGH SLEEP. BUT YOU HAVE A GREAT PLAIN. LETS SEE HOW THAT WORKS. I PUT MY SON TO SLEEP EARLY AND NOW HES UP BE FOR ME.

How about for every minute they lay in bed or waste in the morning they lose that by 2 at bedtime or more if necessary. So for example if they waste 15 minutes in the morning they have to go to bed 30 minutes earlier at night. More than likely they aren't getting enough sleep at night if they aren't waking up in the morning.
