My 3 year old does not sleep

My 3 year old daughter was never a good sleeper. She always slept for less than 10 hours per days, since she was born. We moved her to a normal bed already since she was 2 years old, which improved the situation but still now we face problems. She goes to bed at 20:00-20:30, we have a negotiation on how many stories we will read and then she stays on her bed but she does not stop talking, shouting or requesting us for 2-3 hours.
She does not come out fo her bed, except if we allow her but she does not sleep, which affect us and her younger brother in the bedroom next to her.
I have tried ignoring, shouting, spanking, kissing, politely explaining. Nothing works. Any idea please? Anyone else with similar issue?

Mine was same at that age. We cut her daily nap a bit and then she was more tired at bedtime. Is your still sleeping during the day?
I also found that keeping things more calm and quiet prior to her bedtime routine helped.
