It's one thing when my daughter was still teething and biting everything that felt good, but now she has a tendency to bite pets.

I have to keep her away from my mom's dog's because she'll try and bite their ears causing them to bark and growl at her. But when she aims for my cats' tails and paws, I worry she'll get sick... those bits touch cat litter.

Has anyone been in a similar situation or have any suggestions for what I can do to make her stop? Currently I tend to yell at her out of fear and redirect her attention. I've even put her in time out, or tried feeding her thinking she could be hungry , but

You need stronger consequences when she bites the pets. Time out and redirection are just the start, She needs to learn it's not acceptable behaviour, not that it's not good for her. Think of the poor pets!!!!!!
Maybe talk to your doctor to get some other advice on how to get her to stop.
