I have a 3 yr old boy he has some of autistic symptoms. .. so it is difficult for him to break a routine. Today I tried to take off his diaper and to put on an underwear but he refuses ...how can I put an underwear so that I can start his potty training

If he is not interested in wearing underwear, then wait. Even typical kids potty train later than age 3. When he shows an interest, then start. Meanwhile, model using the potty, keep the underwear nearby and encourage him to try them. If he is truly on the spectrum, he may be very sensitive to change in sensation and not like the way the underwear feels. If you wait until he is rested, in a good mood and willing; out a pair on and maybe cover them with the diaper. This way he can get used to how they feel without the pressure of having to perform.
