So my step daughter has really bad painful blisters on her feet her mom says she throws tantrums so bad and rubs her feet together until she has blisters I don't know...????

Are you afraid she was deliberately burnt? I am assuming she is too young to tell you. Only you can tell. Could you take her to a child health clinic to have her checked out?
There is a very common virus, Hand, Foot and Mouth, that often causes blisters on children's feet, also their hands and inside their mouths. My granddaughter had it but without the blisters on her hands. She was feverish and unhappy for four days.Look inside her mouth. Is she feeding normally? If she is running a temperature or is in pain, she should be given a safe painkiller. The virus can be mild or serious. Some children are hospitalised.

I would also suggest a doctor's visit. They can tell if it was caused by a burn, friction, or illness
