What is the best way to treat nasal congestion on a 17 month old?

Saline drops, a suction to help clear the nose, a humidifier in the room at night, rubbing Vic's on their chest at night to help them sleep better, and lots of rest. Just keep an eye on him because there is lots going around, last week we were in the ER with my daughter because her stuffy nose turned into croupe and a viral infection, this week we went to the pediatrician because she woke up saying her ear hurt and is now on antibiotics for an ear infection.

If it was bad we would take our daughter to the bathroom, put all the taps on hot and let the steam clear her nose. We also put a towel under the mattress to raise her head a bit durng teh night. There is also saline solution that comes in small plastic vials that you can use to wash out the nose.
