Worried- 4 year old hasn't been around enough kids

Due to older child's learning disabities, my mil watched my four year old daughter m-f as dealing with older chikd has been a full time job. I have recently taken over now as my mil was not taking her out and now my daughter really has very little experience with kids her age. My older child is 10. Very scared my youngest had social issues and feel so guilty I have had to focus so much time on oldest. Please no judgements, I feel terrible and am now taking over and would love suggestions regarding my youngest- she's shy (innate- been that way since infancy), but warns up. Thank you.

Go to the park when other kids are there, grab a drink somewhere like chick-fil-a and let her play in the play area, go to mall play areas, join a library and go to their story time event. Even just shopping my son often finds another 'friend' to talk to and play with while we wait in line or look at items.

Have play dates with some friends that have children preferably around your little girls age!!!!! I don't know how old are your other kids but if they are older and "To old" to play with little girls lol. My lo was very very shy at 1 years old but around 2 years old this girl can bring up a conversation with literally anyone and any age!! but have playdates with little cousins or friends kids help her socialize!!!
