try getting her on a routine. wake up and bedtime at the same time every day. Also make naps at the same time. schedule seemed to work for my son. He is now three and no longer naps but his wake up and bedtime are the same everynight and he sleeps very well. kids also go through many changes some we may not even know about. We went through a phase of waking up a few times a night as well. When that happened we changed things a bit. We added a night light, he kept getting up and saying it was to dark to sleep. Now at bedtime we have a consistant bedtime routine as to get him wound down for the night. We do a bath then stories and then after I read to him I give him a few books to look at and usually after he looks at a book or two he is out. i also play calming music to relax him. through out the day we are also very busy he is very active so we are always on the go inside and out, which in turns makes him tired.

remember all kids are different though so what worked for me may not work for you but keep trying and you will find what works for you and your family. hope this helps good luck
