the age really would help with this question! If he is rear facing maybe a mirror or something so he can see you. I also had a CD that I played my sons when they were going to bed that I got another copy of for the car because it was soothing to them. If he's bigger and front facing I would say try the toy thing or try sitting in the back with him (if someone else can drive) a few times to get him comfortable with the car. Also, check the straps of the seat to see if they are set too low or are too tight. Maybe he's crying because he's uncomfortable!

If he's old enough you could try letting him pick something he would want to bring. You could just say to him, "We are going to go for a car ride, I will let you pick something you want to bring with in the car, if you don't cry and throw a fit about being in the car. Sorry if this doesn't help you, but you didn't say how old he was.

My son used to do the same thing, but we figured out that he LOVED the radio with any kind of music. As soon as we turned it on, he stopped crying, and if we turned it off, he would start up again.

You don't mention how old he is, but if it's any consolation my firstborn did the very same thing. He HATED the car seat and would cry for such a long time... until we got up to motorway speed or he tired out. I have no idea why he liked going on the motorway, but that was the only time he wouldn't cry... until you slowed down, then it started again. He did this until he was about 8 months old. It just stopped one day. I can't tell you why it happened, or what made it stop, but I can sympathise.
(Incidentally, my second son LOVES the car and usually falls asleep within minutes of being strapped in and the car is started... go figure!)
