I have twins and one of my boys is CONTANTLY whinning/complaining/wanting what he can't have.

They are almost 16 months old. Both are 100% on sippy cups, and eat GREAT!! I have tried giving him snacks - thinking maybe growth spurt is coming... but Its almost like he has decided that we like his brother more or something and is trying to rock the boat. he will just lie on the floor and throw a tantrum over nothing! I don't know. He is driving Mommy, Daddy and Brother crazy!!

My daughter is 17 months and she does this too.  When the tantrum is over something like not getting the food she wants I get down to her level and tell her that this is what she needs to eat and once that is gone we can "discuss" another option.  If she still has a tantrum I set the food where she can get it and I ignore her.  She almost aways stops crying and eats the food a few minutes later (and if she doesn't eat the food she wasn't hungry) 

I have also noticed with her that if she is having tantrums over "nothing" that she just needs a moment to re-group.  I ask her if she needs to take a "freak-out break" and she says "uh-huh"  I grab her cuddle blanket and I sit with her all snuggled up for about 5 minutes.  After that she is fine.  I almost always have to do this once a day and I'm a stay at home more with just her and she still needs to cuddle for a few.  After our cuddle she is MUCH happier!  Now that I think about it, her "freak-out cuddles" tend to be around the time that she would have taken her second nap that she stopped taking a few months ago (her choice)

I don't know if you are able to take a moment like that since you have twins, but it has worked for me.  He might just be the one who needs a little extra attention during this phase.  Good luck and I hope you find something that works.
