I always give my kids some solo play time in their rooms. They are 4 and 2 yrs old, and while they love playing together, it tends to get too much sometimes and they end up fighting. I think, as long as you are aware of what they're up to and you know their rooms are as safe as possible, then it's not a problem.

I don't see why it would be an issue at any age. As long as the older boy wants them there and plays well with children so young. If you're oldest child wants some alone time to play or a break from the babies I strongly advise you to NOT force him to play with them or let them in his play area. That'll just make him resent the babies. It's important for everyone even young people to have their privacy/alone time.

How old is their older brother? Is the area they are playing in as child proof as one can make it realizing children climb and jump off things we don't expect or think they can?
And for how long?

I think for short periods of time as long as you are keeping aware of what is happening and the area they are playing in is safe, yes.
