It also depends very much on how u say it? Do u use a firm voice when u do it? because u should be doing so. Not only that but when u talk to him look at thim at his eye level. This will help him get or understand that your attention is to him and he will pay more attention to u too. Stay consistent with the time out and taken away toys that he throw. You can also redirect his behavior. Like u said if he wants to throw something talk to him explain to him why he can't throw that specific toy cuz it may hurt someone and give him a ball instead. Show him how to throw the ball in the air or roll it in the floor. play with him he might also want your attention. Praise him when he does things right like throwing the basketball into the net.

do u think its a behavioral issue for attention?
I'm trying so hard not to feed into the neg behavioral, but how can i stop when he does things like this? i gone as far of taking all his toys away for 2 days and the issue wont stop

My son went through a phase like that. I starting taking away everything that he threw and wouldn't give it back. He'd cry for it and I would say, "No, you can't have it because you threw it. We don't throw it" . It took a while but he learned and soon stopped. I also kept telling him that he can only throw balls outside and then would take him outside to throw balls. It helped teach him what was okay to throw.
