I had this problem with my daughter when she was that age. I just kept at it never letting her get away with it. If you let it slide even just one time you start back from go but after awhile she just stopped trying. Anytime get out I'd stop and put her back in as soon as I could, and talk to her about how it wasn't safe to ride in a car with no seat. Hope that helps.

Make it tight so he can't get his arms through. You should only be able to fit your two fingers through. If he cries because it is too tight..tell him you had to because he wouldn't keep his arms in..Give it a few days and then loosen it again then tell him you will make it tighter if he doesn't keep his arms in. If he takes them out..follow thru and tighten them again. I did this with my daughter and now all I have to say is "do you want me to tighten it? and she puts them back in. It just becomes a safety issue.

I don't have any suggestions, but my 2 year old is doing the same thing! I can't keep him in for anything because he then stands up and climbs out! Hopefully someone will have some helpful advice : )
