Does he have a night light? If so, you could say if he doesn't lie in his bed you'll turn the light off. Otherwise maybe try putting the toys out of the room.

It takes a little while, but you can get him used to it. My son still occasionally plays before crashing. I put him down a little early so he has time to unwind. When I started to transition him to a big boy bed, I had to be dillegent about putting him back into his bed. I would move him and whatever he was playing with to the bed. He learned that bedtime means BED and still plays but only with stuffies or books and in his bed. Good luck!

When my son got his first "big boy bed" we would put him in his bed and close the door, and we'd hear him play with his toys for about a half hour, and than he went to bed by himself... we just started putting him to bed about a half hour earlier and it never affected anything... also once we started a nice bedtime routine he stopped playing with his toys and went straight to bed.. (example: bath, story time, praying, hugs and kisses, tuck him in)

You also might want to try to "SuperNanny" approach- the first time you go in remind him it is bedtime and send him to bed., Second time say simply "bedtime" third time say nothing, just move him into his bed. And AVOID eye contact. That is the biggest issue. If my son and I meet eyes he is UP no matter what. (Such as his 4 AM wake time this week, LOL) Just be patient, he will get it. :) I wish you luck!
