Taking diaper off to pee

My daughter is 22 months and I'm trying to potty train her. She has gone pee pee once in the potty and we made a huge deal about it. That was about a month ago and she refuses to do it again. I always ask her and she even tells me potty but when I put her on it, all she wants to do is play. We've sat there for almost an hour with no "happy ending." Now she's on this kick where she takes her diaper off to pee on the floor or in her bed. I try getting her to go potty before she lays down but again no success. My husband keeps telling me she's doing it because she's ready to train but if that were so wouldn't she be going on the potty? I've also tried panties and she thinks it's funny to make a puddle on the floor. PLEASE HELP! I don't know how to get her to keep her diapers on or to get her to go on the potty.

Thank you Jamie. I never thought of putting her chair in the living room or something like that. I'm really going to have to try it! It gets so frustrating and I don't know what to do sometimes. At this point I'm open to any suggestion.

Our daughter is just as stubborn. When she was potty training she wouldn't go or would go in her underwear. Have you tried putting a potty chair in her room? Or in another room that she's in always in? My mother told me to try in the living room with my twins and that seemed to work. Just have her sit on it while she's playing or watching her favorite cartoon. And maybe give her a sticker or sucker when she actually goes.
