Toddler just started shoving

My 16 month old son just started shoving other toddlers his size and smaller. He doesn't seem to be doing it out of anger and frustration. It seems like more of a cause and effect experiment, but that doesn't make it any less aggressive. It seems age-appropriate, but he's done it a couple of times on play structures, which could be really dangerous. Any ideas on how to discourage such behavior? I've tried brief time outs and I've been practicing gentle touching with him, but it's not really helping.

you can try asking him why he's doing it? there might  be some kind of jealous reason hes doing it, or maybe he saw another kid his age doing the same thing and is trying to mimic that. i have  17 month old little girl and she can brawl with the best of them, i also have a 4yr old daughter, and they get a little rough sometimes, ive seen the older one take toys away or shove,her, and ive seen the younger one pull the older ones hair and push her back,........its all in growing up i think, as long as it doesnt become dangerous. or and all the time kind of thing,
