Quoting Adrienne:

I babysat a boy how would do that. I told him no that isn't right if you do it again you can go to your room, he never did it again in the 2 years that I babysat him. My oldest hasn't done that. But I'm worried that my soon to be 1 1/2 year might do it when in pull ups just because every time he gets changed no matter if awake or sleeping, his hand will automatically go straight to his penis and balls. Now he is even trying to his hands down there when trying to go to sleep. I'm really hoping it's a boy thing. Because my oldest never did it.

Kids are naturally curious! He doesn't get to explore that area because it's covered by a diaper/pull up most of the time. At his age it's the same as feeling his ears, hands, belly, or nose. Every book I've read says this is perfectly normal.

Ignore the act, then at a little bit later time, explain to him that his body is his alone and not for show to everyone else.

he's old enough to understand the concept of privacy. Sit down and explain in very simple terms that what's in his diaper is just for him. This worked with my son - now he only pulls it out when it's time to go potty!
