If she's always been irregular it 'could' just be that... or it could be stress or she could be pregnant... or something else could be going on. It would be in her best interest to make a doctor's appointment to get everything checked out.

Are you certain that she isn't pregnant, or hasn't started taking some type of birth control?

Has she had an unusually high level of stress in the last few months?

What about changes in her weight. Weight loss is more likely to cause missed periods, but it's possible with a sudden gain as well. Or her activity level, if she has a high level of physical activity that could explain it.

If she's never had a three month gap in the last two years it would be reasonable to take her to the doctor and make sure that it isn't something serious. Periods often become regular after the first year or two, but not always... it's probably just taking her longer... but it would be good to rule out anything serious.
